You can also try clearing Steam's download cache, we have described that in this FAQ entry, you can also see if you can try some other things from there: In rare cases, people have antivirus tools running which prevent Steam from writing data or delete it, so if you have any antivirus running, try disabling it temporarily and see if that fixes it. Steam should not randomly re-download workshop subscriptions unless the author has changed content.
